Licensing and permits
Fireworks
All indoor firework and flame effect displays require a Display of Indoor Fireworks / Pyrotechnic Special Effects issued by the State Fire Marshal unless delegated to a local jurisdiction. The following cities have been delegated the authority to issue indoor fireworks display permits for performances, shows or events occurring in their communities: Alexandria, Bemidji, Bloomington, Duluth, Edina, Golden Valley, Hastings, Mankato, Minneapolis, North St. Paul, Plymouth, Rochester, Roseville, Shakopee, St. Paul, White Bear Lake, Willmar.
Fireworks licensing and permitting
The State Fire Marshal is responsible for fireworks licensing and permitting in Minnesota.
The sale, possession and use of certain non-explosive and non-aerial consumer fireworks is permitted in Minnesota.
For Operators
All fireworks displays must have a supervising operator conducting the display. The operator may have assistants, but they must be at least 18 years old. Operators must be at least 21 years of age.
Note that a Type 54 Federal Explosive License does not allow you to use Class B fireworks without a Minnesota certification and permit.
To be certified:
Step 1: Complete your five displays as an assistant for the appropriate NFPA standard
Step 2: Pass the State of Minnesota fireworks operators’ examination. Complete this application
Step 3: Once steps one and two are completed, apply for your certification.

Read these guidelines on fireworks display safety. Operators are required to comply with these guidelines and must submit a report to us regarding fireworks displays that are conducted. The guidelines, applications and report forms may be viewed and printed from this site or are available at State Fire Marshal offices in St. Paul at 445 Minnesota Street, Suite 145.
Fireworks operator certification
Exams are conducted in State Fire Marshal offices in St. Paul at 445 Minnesota Street, Suite 145.

Reports you must submit to the State Fire Marshal
You are required as fireworks display operator to report displays within 30 days of the display. Click here to fill out the form.
Fireworks operator certification renewal requirements
Steps to renew your fireworks display operator permit:
- Complete a minimum of three displays for the appropriate NFPA standard within four years of certification issuance.
- Apply for your renewal through the State Fire Marshal LMS

The American Pyrotechnics Association has developed a Proximate Pyrotechnics Checklist for use by pyro technicians when planning for and conducting a proximate audience display. While the State Fire Marshal has not adopted this checklist for required usage, you can use it as guidance.
