Standing Committees

More than 100 partners came together in 2023 and 2024 to develop an Action Plan for the Children's Outdoor Bill of Rights (COBR) that would kick-start collaboration on how we can make COBR a reality for Minnesota children. The Action Plan was a working document, intended to be updated regularly to reflect the evolution of actions and projects by engaged partners.

As of 2026, the COBR coalition is transitioning from an Action Plan framework to a series of Standing Committees that will bring together partners around similar priorities in the original Action Plan, but with a more sustainable, long-term model for collaboration on the COBR.
