SERVING AND PROTECTING THE HEALTH AND SAFETY OF THE PUBLIC
The Board of Cosmetologist Examiner's (MBOC) was created and established to serve and protect the health and safety of the people of Minnesota. Minnesota first began to regulate the hair care industry in 1927. A proactive and innovative state board that works with partners and stakeholders within a creative industry and profession.
The Board's core functions include inspections of salons and schools, licensing of practitioners and establishments, and compliance enforcement for those who pose risks to the health and safety of Minnesotans. Board members lead with a vision and make sound decisions that result in quality outcomes, while board members also provide leadership and guidance for board staff to ensure successful internal operations. Board staff and members are also constantly evaluating legislation, rules and policies to promote efficient and reasonable regulation.
Board members are appointed by the Governor and consist of seven members. Members include the following:
• Two licensed cosmetologists, one of whom is recommended by a professional association of cosmetologists, nail technicians and estheticians
• One licensed instructor teaching at a public school
• One licensed instructor teaching at a private school
• One licensed esthetician
• One licensed nail technician
• One public member, as defined in 214.02
All licensed members must have at least five years of experience in the licensed occupation prior to their appointment. The Board meets five to six times per year. In addition to Board meetings, members are part of 1-3 committees that also meet 4-5 times per year.
