The available software runs the gamut from free software to the same tools that professional captioning houses use. What you choose to use depends on the role captioned video plays in your organization as well as your budget.

Free or low-cost tools range from using existing video editors to create “lower third” graphics that act like captions (not a recommended approach) to programs you can download and install. A tradeoff for free programs is that you may not get the level of support you would expect from a paid program. However, you can often find independent tutorials, blogs, forums, and other resources online for more answers to your questions.

Paid tools vary from tools designed for the the budget-conscious editor to enterprise installations. One advantage of paid tools is that you should expect good information and technical support as well as training opportunities.
