Mission
The Minnesota Department of Military Affairs is the state agency that oversees and supports the military operations of the National Guard when it is operating under state control by the authority of Title 32, United States Code (USC) and Minnesota Statutes §190-195.
Strategies
MDMA integrates federal and state resources to support strategies across the campaign plan’s six lines of effort: Enabling People; Enabling Units; Optimize Capabilities; Protection, Relationships that Support; and Communicating the Minnesota National Guard Story. We accomplish this by actively engaging with the predominantly federally focused staff sections of the Minnesota National Guard to collaboratively assist and inform regarding opportunities and constraints that the state agency perspective lends to mission support. When units of the National Guard are called into state service, the agency provides direct logistical and contracting support to ensure the units have the resources necessary to provide the desired support to local authorities as directed by the Governor. Additionally, the MDMA is the primary conduit for communication with other State of Minnesota Executive branch agencies and the Minnesota Legislature.
Four Programs Support These Efforts:
1. The Maintenance of Military Training Facilities Program - Maintains the state’s facilities used to train and house the Minnesota National Guard members and to protect the state’s investment in facilities.
2. The Enlistment Incentives Program – Supports and manages the enlistment and retention incentives and tuition reimbursement programs which provide incentives for membership in the National Guard.
3. Emergency Services - Funds emergency response activities at the order of the Governor when the National Guard is activated in response to state emergencies.
4. General Support - Provides the general administrative, financial, accounting, budgeting, project management, strategic planning, and human resource support necessary for the department’s operation.
The Adjutant General’s Priorities:
1. People are at the center of any successful organization. Investment in our Soldiers, Airmen, and civilian employees will give the organization the means to tackle the state and nation’s challenges we face and promote the actual value of choosing to be a Citizen-Soldier and Airmen.
2. Modernization ensures we have the right forces, infrastructure, training spaces, and systems for our current and future missions.
3. Partnerships are about more than relationships. Our partners include those we serve, agencies we serve alongside of to accomplish missions, and agencies that influence our resourcing. Partnerships allow us to improve our service to our communities, state, and nation by understanding their needs better. We are a transparent organization, proud of what we do and who are people are. We want to tell our story and answer the questions about our organization, even the tough ones.
