Tribal Affairs

The Minnesota Department of Commerce recognizes Tribal Nations in Minnesota as sovereigns, not political subdivisions of States or other governmental units, with inherent authority and responsibility for self-governance. In 2021, Government-to-Government relations between the Tribal Nations in Minnesota and the State, was codified into law. 

Through state law and Commerce’s own Tribal Consultation Policy, Commerce is working to create an accountable, mutual, and intentional consultation process that encourages and promotes dialogue between Tribal Nations and Commerce for input and guidance when Commerce proposes actions and/or policies that may implicate or affect the interests of Tribal Nations.

Commerce’s tribal liaison, Jackie Dionne, facilitates meetings, negotiates intergovernmental agreements and helps reconcile differences between Commerce and Tribal Nations. She also collaborates with other tribal liaisons serving the State of Minnesota to improve communications with Tribal Nations.

Improving Tribal relations through Tribal consultation involves the entire agency, from the Commissioner and Commerce leadership to all staff. Education for Commerce staff is an important part of improving relations, and all staff are encouraged to complete Tribal-State Relations Training
