Action Plan

We have a three-year Children’s Outdoor Bill of Rights Action Plan (2025-2027) that was developed in collaboration with more than 100 partners between 2023 and 2024. These actions will help Minnesota advance the Children’s Outdoor Bill of Rights by increasing children’s time outside, improving access to and learning about nature, and equipping adults with resources to facilitate these opportunities.

Priorities “actions” in the plan include:

  1. Elevate nature as a partner for mental health and well-being in schools
  2. Empower schools and childcare facilities to expand and improve nearby nature spaces
  3. Identify and coordinate support for getting more children experiencing disadvantages outside
  4. Develop Children’s Outdoor Bill of Rights advocacy and communications tools
  5. Develop an environmental sustainability and climate resiliency toolkit for public, non-profit, and private organizations serving youth

Each action has a designated champion and team. Teams meet approximately monthly to advance their work. If you would like to participate or learn more about the work of these teams, please send an email to ChildrensOBR.DNR@state.mn.us .
