MN Board of MFT Eliminates Fee for ELL Additional Testing Time
At its November 19, 2021 meeting, the MN Board of MFT heard from LMFT stakeholders petitioning the Board for elimination of the additional fee paid by LMFT license applicants who had been approved for additional testing time based upon the applicant's English Language Learner (ELL) status. The testing fee structure required the applicant pay an additional $80 for an additional testing hour and $125 for two additional testing hours.
Board members expressed full support in taking action to eliminate this additional financial burden and agreed to pay such fees on behalf of the approved ELL candidates. An agreement was approved and executed by all parties: the Association of Marital and Family Therapy Regulatory Boards (AMFTRB), Professional Testing Corporation (PTC), MN Management and Budget (MMB) and the MN Board of MFT.
On May 20, 2022, the Board was notified that PTC's system was ready to accept applications from approved candidates requesting additional testing time. PTC has advised that its online test registration system is now set up so that Minnesota candidates filing approved ELL Special Request Forms will be flagged for review BEFORE the required fees are paid. Once entered and approved in PTC's system, candidates will be notified the request is approved and will need to log back in to pay the exam fee only. The ELL fee will show as $0 due.
The new ELL Special Request Form has been posted on the Board’s website (“Forms” page and “New Applicants” page). An applicant seeking additional testing time must first complete and file the ELL Special Request Form with the MN Board of MFT. The Board will approve and return the form to the applicant. The applicant must then upload the form as part of PTC's online exam registration process.
Effective immediately, any approved applicant registering to take the National Examination in MFT will not be charged for additional ELL testing fees. (Fees already paid by registered applicants cannot be refunded.)
The Board thanks the LMFT stakeholders who brought this issue to the Board and the AMFTRB and PTC representatives who assisted in implementing the change. The Board hopes it may be replicated by other states which allow additional testing time based upon ELL status.
