VOLUNTEER HEALTH CARE PROVIDER PROGRAM (VHCPP) 

    INSTRUCTIONS FOR REGISTRATION 

The Administrative Services Unit of the Health Related Licensing Boards shall establish a volunteer health care provider program (VHCPP) to facilitate provision of health care services provided by volunteer health care providers through eligible health care facilities and organizations as defined in Minn Stat § 214.40.
 
A “Health care facility or organization” means a health care facility licensed under Chapter 144 or 144A, or a charitable organization within the meaning of section 501 (c ) (3) of the Internal Revenue Code.
 
A “Health care provider” means a physician licensed under chapter 147, physician assistant registered and practicing under chapter 147A, nurse licensed and registered to practice under chapter 148, or dentist or dental hygienist or dental therapist licensed under chapter 150A, or an advanced dental therapist licensed and certified under chapter 150A.


Health Care Facility or Organization:

Starting in 2024, the facility/organization participation cycle is May 1 to April 30. New facility/organization registration applications are accepted year round and expire April 30th of each year. Renewal registrations must be submitted by March 15th of each year to maintain active registration in the program. New or renewing health care facilities or organizations must register with ASU by submitting: 1) Form A Facility Registration Form; 2) Form B Volunteer Participant Roster Form; 3) Form C Organization Affidavit for Registration; and, 4) Form D Volunteer Demographics Form. Facilities/organization must also meet the following requirements:
 
 
 

Individual Volunteer Health Care Provider

The individual health care provider participation cycle is May 1 to April 30. New volunteer provider registration applications are accepted year round and expire April 30th of each year. Renewal registrations must be submitted by March 31st of each year to maintain insurance coverage through the program. There is no fee assessed to individual volunteer applicants. New or renewing volunteer health care providers seeking medical malpractice coverage through the program must register with ASU by submitting Form E Registration/Renewal as an Individual Health Care Provider form and meet the following requirements:
 
  • Be licensed in the state of Minnesota as a Physician, Physician Assistant, Nurse Practitioner, Registered Nurse, Licensed Practical Nurse, Dentist, Dental Hygienist, Dental Therapist or Advanced Dental Therapist.
  • Provide volunteer (unpaid, uncompensated) health care services in Minnesota at a facility or organization registered with the Volunteer Health Care Provider Program.
  • Must need malpractice insurance for the volunteer service.
  • Comply with any risk management and loss prevention policies imposed by the insurer and the state of Minnesota Risk Management directives per the insurance policy.
  • Submit a renewal registration application by March 31 of each year to continue program participation and insurance coverage. This is an annual registration that expires April 30th. ASU will not notify you of this renewal date.
  • Agree to notify the Administrative Services Unit in writing immediately upon ending volunteer services and requesting an end to the insurance coverage.
