The Minnesota Public Employment Relations Board (PERB) was created by the Legislature to investigate and make determinations about unfair labor practice (ULP) charges in the public sector. Prior to creation of the PERB, ULP charges in the public sector had to be litigated in state district court. The PERB's jurisdiction is limited to ULP charges filed between public employees, unions of public employees, public employers, and some charitable hospitals.
The PERB is made up of three members and three alternate members. One member and one alternate is an officer or employee of a public employee union. One member and one alternate is a representative of public employers. One member and one alternate is a representative of the public.
