Institutions as a "Bad Stock Option" for the Future
David Braddock, Associate Vice President of the Coleman Institute at the University of Colorado, is a nationally recognized expert in tracking statistical information regarding residential services for individuals with disabilities. He shared the following insights with a group of State administrators in 2006.
David Braddock: Regardless of what you may think about the institutional model, whether it's appropriate for some people or not, would you recommend a model if it were a stock? Just look at the direction that this is going. (Laughter) Would you say that you think your children could perhaps use this stock to go to college in twenty years if they were to sell it in twenty years? Can you really be secure and safe in an environment where, even it there is value in institutions to some extent, it's still declining rather substantially, even in Illinois.
