[Mrs. Kennedy] Do you realize that a baby will be born in this country every five minutes that will be mentally retarded? Many of these tragedies can be eliminated if you would do one single thing. Urge every expectant mother to see the doctor and go to a clinic immediately. A delay of two weeks or two months may cause mental retardation in a child who otherwise would be born normal and healthy.

Urge all expectant mothers to remain under the doctor's care. And after the baby is born the doctor should see him regularly. He can prescribe vaccines and new tests which all babies need.
