AI the Minnesota Way: A Roadmap for an AI Future Rooted in MN Values

Minnesota Management and Budget's Long-Range Planning team is leading a statewide, cross-sector Artificial Intelligence (AI) planning effort focused on preparing Minnesota for AI-driven change in ways that are human-centered, equitable and grounded in our shared values.

Project goals

  1. Prepare Minnesota for AI-driven transformation by establishing a clear and shared planning framework, including a unified vision and set of principles.
  2. Strengthen alignment and coordination among public, private, academic, and community partners.
  3. Foster a coordinated, cross-sector, Minnesota-based coalition to advance a shared vision, while remaining adaptable to rapid technological change.
  4. Define a clear charge for the State of Minnesota to clarify state government’s role in achieving the shared vision.

Project Overview

This effort is fundamentally about setting a shared direction, bringing people into conversation with one another and building the connective infrastructure that makes coordinated work possible.

This is a multi-phase effort. In this first phase, the work is focused on:

  • A shared definition of AI in the Minnesota context.
  • A set of human-centered principles and strategies to guide how Minnesota approaches AI — across sectors, regardless of adoption pace.
  • A clearer picture of what AI activity already exists across state government and where gaps and overlaps are.
  • A set of tools and frameworks to guide human-centered planning for AI grounded in real scenarios and community input.
  • A cross-sector network capable of sustained coordination over time.
