Project Summary
NOTE: On July 7, 2015, the Minnesota Public Utilities Commission revoked West Stevens Wind, LLC site permit to erect wind turbines in Stevens County, Minnesota, because the company has not secured an enforceable agreement to sell the project's power and has not begun construction.
West Stevens Wind, LLC (WSW) proposes to construct a 20 megawatt Large Wind Energy Conversion System (LWECS) consisting of up to 13 turbines and associated facilities on approximately 2,880 acres of agricultural land located near the city of Chokio in Stevens County, Minnesota.
WSW filed a site permit application for the proposed LWECS project on July 13, 2009. The Minnesota Public Utilities Commission (Commission) issued an Order on September 8, 2009, finding the WSW LWECS Site Permit Application complete.
The Office of Energy Security (OES) solicited comments on issues to be considered in development of the proposed draft site permit for this project. Public comments were accepted from September 8, 2009, through September 30, 2009.
On October 23, 2009, the Commission issued an Order approving the draft site permit for distribution and public comment and authorized the OES to implement the public participation process outlined in Minnesota Rules 7854.0900.
The OES held a public information meeting on the LWECS application by West Stevens Wind on November 23, 2009, at the Northland Prairie Inn to provide information to the public and solicit comment on the proposed project and the draft site permit. In addition to receiving comments at the public information meeting the OES also accepted written comments on the proposed project, site permit application through Wednesday, December 16, 2009.
The Commission issued a site permit for the project on February 25, 2010.
