On September 10, 2008, the OES EFP staff held a public information and EIS scoping meeting on the Xcel Energy proposal for a 164 MW extended power uprate at the Prairie Island Nuclear Generating Plant.
The public comment period was held open until October 7, 2008.
On October 7, 2008, the DNR submitted an EIS Scoping comment letter to the OES. In its comments the DNR referred to impacts that the thermal discharge from PINGP was having on ice cover on Lake Pepin.

On January 29, 2009, the OES EFP sent a request to the DNR for additional information on the known impacts of PINGP's thermal discharge on the Lake Pepin ice cover. OES included, along with this request information it was reviewing concerning the ice cover issue.

On February 20, 2009, the DNR submitted a letter to the OES EFP staff clarifing its scoping comments relating to PINGP thermal discharge and ice cover on Lake Pepin. The DNR letter also included additional materials.
