IT IS HEREBY ORDERED that the decision of the Workers’ Compensation Court of Appeals filed November 15, 2023, is affirmed without opinion.[1]  See Hoff v. Kempton, 317 N.W.2d 361, 366 (Minn. 1982) (“Summary affirmances have no precedential value because they do not commit the court to any particular point of view.  They do no more than establish the law of the case.”).

HENNESY, J., not having been a member of this court at the time of submission, took no part in the consideration or decision of this case.



[1] We also deny the multiple motions filed by Strege from April 27 through May 6, 2024, requesting to supplement the record with additional documents.  We apply civil rules when reviewing the proceedings of the Workers’ Compensation Court of Appeals (WCCA).  See Minn. Stat. § 176.471, subd. 9 (2022).  These rules provide that “[t]he documents filed in the trial court, the exhibits, and the transcript of the proceedings, if any, shall constitute the record on appeal in all cases."  Minn. R. Civ. App. P. 110.01.  This rule likewise applies to our review by certiorari of decisions of the WCCA. Minn. R. Civ. App. P. 116.04.  Consistent with the same, we do not allow parties to "include[] documents that were not part of the record before the WCCA."  Hudson v. Trillium Staffing, 896 N.W.2d 536,541 n.5 (Minn. 2017).  Accordingly, Strege's Motion to Supplement the Record, filed April 27, 2024, Motion to Supplement the Record With Medical Records, filed May 1, 2024, Motion to Consolidate Medical Evidence, filed May 1, 2024, and Motion to Accept Late Filings, filed May 6, 2024, are denied.
