2014: Home and Community-based Services (HCBS) Waiver Programs and Chapter 245D
On average, Home and Community-Based Services (HCBS) are more fiscally responsible than institutions, and also serve to better integrate people with disabilities into the community. The Developmental Disabilities (DD) Waiver program provides funding for home and community-based services for children and adults with developmental disabilities or related conditions.
In state fiscal year 2014, an average of 15,938 people were served each month by the DD Waiver program at an average monthly cost of $6,171 in state and federal funds.
In 2014, the State initiated new HCBS licensing standards under Chapter 245D, to replace the provider requirements for services formerly under Chapter 245B.

The Chapter 245D amendments added additional protections for people receiving care and clarifications of training requirements for those providing care.
- Some 245D license holders providing intensive support services must now comply with the service planning requirements for "basic services," as well as for their specialties.
- More training is required on de-escalation and crisis response techniques.
- More orientation hours are required, focusing on basic first aid and safe handling of patients in an emergency.
- More training is required for monitoring medications, medical equipment, and ventilators.
- More annual training is required for staff providing basic services.
