2013: Minnesota Supports Community Services
Minnesota has shifted long-term services and supports (LTSS) from institutional to home and community-based settings.
In 2013, 93% of Medical Assistance-eligible people with disabilities lived in the community rather than an institution. The number of Minnesota home care providers is about 1,650, up from 1,100 in 2010.
In FY 2013, Minnesota spent $1,682,313,990 for developmental disability community services, a 0.7% increase over the previous year. Also in FY 2013, of the persons with developmental disabilities in out-of-home residential settings, 93% were in settings of 1-6 persons; 3% were in settings of 7-15 persons; and 4% were in settings of 16+ persons.
In FY 2013 in Minnesota, home and community-based services (HCBS) waiver spending was 73% of total spending on developmental disabilities (compared to 51% nationally). Minnesota spent an average of $64,252 per person on the Developmental Disability (DD) waiver.
Of the people with developmental disabilities receiving Minnesota long-term care services, 91.9% received home and community-based services in 2013, up from 90.9% in 2009.
