The PUC Role: The Commission may not have a role in this process, unless requested by the local government.

Permitting Process: 

Eligible projects can apply for a site permit or route permit to local units of government that have jurisdiction. If the local unit of government approves the site or route permit, then no Commission permit is required. A local unit of government may request the Commission make the site or route permitting decision. The local unit of government that is reviewing the proposed project, is required to provide notice to the Commission that an applicant is seeking local approval. The local unit of government must also provide the Commission with a copy of the environmental assessment it has prepared on the project.
