Margaret Kelly

Assistant Commissioner / State Budget Director
Margaret Kelly is currently an Assistant Commissioner at Minnesota Management and Budget, overseeing the state budget for Governor Mark Dayton. She has held this position since February, 2011.

Margaret has over twenty years of government experience with the majority of those years in financial management in state government. She has served as assistant commissioner for Administrative Services at the Minnesota Department of Health, managing the finance, human resources, IT and facility functions for the department. In addition, she was a senior executive budget officer in the former Minnesota Department of Finance.

Prior to her current appointment, Margaret served as the Chief Financial Officer for Mayor Chris Coleman in the City of Saint Paul where she managed the budget, accounting, payroll and treasury functions for the city.

Margaret has also worked in the non-profit sector and higher education with various organizations.

Margaret Kelly received her MA in Public Administration from Hamline University and her BA in History from Carleton College.
