Results Section in State Budgeting

Having evidence about how programs and activities have worked and a plan to measure future impacts helps ensure resources are directed towards efforts that lead to positive outcomes for Minnesotans. Minnesota statute 16A.10 requires that budget proposals provide information on program performance and evidence of effectiveness. Both the budget narrative and change page templates include a Results section that provides agencies with the opportunity to highlight the evidence that supports their work.

Change Item Support Resources

Proposals with the greatest likelihood of achieving their intended outcomes or plans to evaluate outcomes will be prioritized throughout the budget process. To aid state agencies in preparing the Results section of their Change Item proposals, we have created an instructional guide and a set of example proposals to serve as templates of a well-developed submission.

These example proposals are fictional and for training purposes only. Examples have been created for three common scenarios: those proposing new programs or activities, expanding a direct service, and funding an operations and infrastructure project or program.

Part A: Performance Measures

For both narratives and change item requests, state agencies must provide at least 3 quantitative measures. Programs should include one of each type of Results-Based Accountability (RBA) measure: quantity, quality, and results. Each of these measure types provide important information on how success and effectiveness will be assessed. To learn more about each measure type, use the drop downs below.

Part B: Use of Evidence

Part B of the Results Section asks for agency staff to note which types of evaluation are planned to assess the change item. Definitions of the types of evaluation are provided below.

Part C: Evidence Based Practices

Evidence-based practices are those that have been found to be effective by at least one study that analyzes how participants did in achieving desired outcomes relative to comparable nonparticipants. Further information about evidence-based practices can be found on the Definitions of Evidence webpage. Not all proposals will contain evidence-based practices, but if you are unsure whether a practice meets the definition, please complete this section to the extent you are able, providing links to related evidence.
