SWIFT Update February 20 2014

Procurement Fiscal Year End Cutoff Dates

It's time to begin talking about fiscal year end. Below are the cutoff dates established for submission of requisitions and requests for establishing contracts above the agency's buyer's delegated ALP authority.
If the best procurement method to make the acquisition is through a Request for Proposal (RFP), the April 14th cutoff could be too late. Contact the appropriate Acquisition Management Specialist for the product line in MMD regarding any upcoming or proposed acquisition if the RFP process is being contemplated.
Acquisitions that involve Information Technology components, including but not limited to Licensing, Maintenance, Accessibility, Data Security, and System Architecture, will require a review process. Due to significant time currently required to review and process Information Technology related projects, agencies should submit projects immediately to be considered eligible for year-end processing. MMD and MN-IT cannot guarantee any year-end processing with regard to projects involving Information Technology.

Deadline for construction and construction related requisitions processed through the State Architect's Office and/or Materials Management Division. (SWIFT Policy 0901-02)

Deadline for requisitions requiring sealed bids (over $50,000) processed through Materials Management Division.

Deadline for requisitions over the purchasing agency's authority processed through Materials Management (under $50,000).

See SWIFT 2014 Agency Annual Schedule for additional year end dates.
