Narrative: The Department of Health receives over $270 million per year in federal funding, which represents roughly half of the agency’s operating budget. Federal funders include the U.S. Centers for Disease Control and Prevention (CDC), the Department of Health and Human Services, the Department of Homeland Security and the Environmental Protection Agency. Federal funding is critical to helping the department achieve its mission. It enables the department to provide nutrition services and products to an average of 131,000 women and young children each month through the Women, Infants and Children program. Federal funding from the Safe Drinking Water Program helped to fund over 22,000 tests on community water system to ensure that Minnesotans have safe drinking water. Funding through the Cancer Prevention and Control program helps support cancer screening services for low-income, at-risk populations. Federal funding to MDH has declined in recent years and Congress is considering further cuts that would greatly impact MDH. Examples of MDH programs impacted or potentially impacted by federal funding cuts include: • $1.7 million to ensure that the health care system has the capacity to respond to emergencies that protect the public’s health • $1.875 million for the Preventive Block Grant that is used to address public health needs throughout the state. Activities that have been funded through the PBG include services for victims of sexual assault, suicide prevention and minority and multi-cultural health. • $600,000 for addressing lead exposure for young children. The impact of sequestration required under the Budget Control Act of 2011, could have significant consequences for public health programs in the state. A report from the Association of State and Territorial Health Officials (ASTHO) estimates that in federal Fiscal Year 2013, sequestration would result in a loss of $16.7 million in federal public health funding to the state. Sequestration would impact MDHl programs that support WIC, vaccinations for low-income children, HIV testing and investigations into public health threats. Federal funding is critical to MDH’s work, and actual and proposed budget cuts present a significant challenge to MDH as it works to protect, maintain and improve the health of all Minnesotans. MDH continues to develop strategies to make limited resources go further and better prioritize its efforts to maintain key services that have the greatest impact on the health of Minnesotans. The FY 2014-15 biennial budget embodies those efforts. |
