
Affirmative Action Plan Toolkit
The Minnesota Human Rights Act requires businesses seeking to do business with the State of Minnesota to obtain a workforce Certificate of Compliance from the Minnesota Department of Human Rights prior to bidding on, responding to any requests for proposals, or executing any contracts or agreements for goods or services in excess of $100,000.
The Affirmative Action Plan Toolkit is a tool designed to help you succeed and includes:
- Template AAP language revised & shortened
- The AAP template is designed to meet the requirements of the Minnesota Human Rights Act Minn. Stat. §363A.36 and its related Minnesota Administrative Rules 5000.3400 – 5000.3600.

AA Plan Template
You can download the Microsoft Word document below to prepare the narrative sections of your affirmative action plan. The document also explains what charts are required as a part of your plan. The charts are available in Microsoft Excel, with formulas that will perform the required calculations, and as Word files to be filled in manually.
