Rowzat Shipchandler, Deputy Commissioner of Human Rights
Rowzat Shipchandler serves as Deputy Commissioner of the Minnesota Department of Human Rights. Deputy Commissioner Shipchandler oversees the operations of the Department and staffs the Civic Engagement Committee, which seeks to meaningfully engage Minnesotans in public policy decisions.
Rowzat came to MDHR in 2015 from the Saint Paul Foundation, an affiliate of Minnesota Philanthropy Partners. During her 10-year tenure at the foundation, Deputy Commissioner Shipchandler led a dialogue program focused on race, established the annual Facing Race Ambassador Awards and staffed culturally specific grant-making programs.
Shipchandler’s career also includes diverse experience from serving as a community organizer to helping the Minnesota Crime Victim Reparations Board design an outreach program for communities of color in 1996. At the Greater Twin Cities United Way, she spent five years supporting small nonprofits that serve immigrants and communities of color.
“As a daughter of immigrants, diversity and inclusion is an area that has intrigued me throughout my career,” Deputy Commissioner Shipchandler said. “This is an opportunity to make a difference on a larger scale.”
