The Office of Grants Management at the Department of Administration is no exception. As the entity that sets enterprise grants management policy, legislative changes can have a ripple effect on policy and enterprise implementation. This session&apos;s legislation included some technical changes for clarity as well as other substantive changes. &lt;/p&gt;

It also requires agencies to include a summary page in any posted Requests for Proposals (RFPs). OGM will be working with colleagues across the enterprise on next steps for both of these requirements. An RFP summary page template will be available to agencies in Fall 2026.

&lt;li&gt;Changes to §15.013, 16B.97, 16B.98, and 16B.991 relate to program payments, policy exception requests, and the definition of grant recipient. These changes will result in a technical edit to Policy 08-05 and changes to OGM&apos;s grant contract agreement, grant award notification, and RFP templates.

&lt;li&gt;With the establishment of the Office of Inspector General (OIG), Minnesota Statute, §15E.35, has also been amended for implementation as of January 1, 2027 to require nonprofit grantees to highlight fraud reporting tools on their website as part of their grant contract agreement with the state. &lt;/li&gt;
