The governor granted the Minnesota Department of Human Services emergency temporary authority to change administrative and regulatory requirements for food assistance, home care, public health care and other state programs in response to the COVID-19 pandemic. Find a complete list of temporary waivers and program modifications. We will describe many of these modifications further in DHS bulletins. Participation in LTSS programs cannot be terminated during national COVID-19 emergency

As of June 19, 2020 (and retroactive to March 18, 2020), people who receive long-term services and supports (LTSS) in Minnesota will continue to have coverage and remain eligible for state public programs throughout the national public health COVID-19 emergency period. DHS will ensure continued coverage under CMS guidelines.

The prohibition on termination applies to these LTSS programs:

  • Alternative Care (AC)
  • Brain Injury (BI-NB and BI-NF) Waiver
  • Community Alternative Care (CAC) Waiver
  • Community Access for Disability Inclusion (CADI) Waiver
  • Developmental Disabilities (DD) Waiver
  • Elderly Waiver (EW).
