CCAP Rule Revisions

During the 2017 legislative session, state legislators made many changes to Minnesota’s Child Care Assistance Program. Most of the changes were required as part of the federal Child Care and Development Block Grant Act of 2014. The Minnesota Department of Human Services Child Care Assistance Program has received approval to amend Minnesota Rules, Chapter 3400, Child Care Fund to align rules with federal and state statutory changes, and replace or remove outdated guidance.

The department values stakeholder input on the revisions and how they may impact families, providers and the local agencies that administer the Child Care Assistance Program. Watch this page for updates on the rule revision process. 

Good cause exempt rulemaking

The Department of Human Services Child Care Assistance Program (CCAP) is proposing using the good cause exempt rulemaking process to establish capacity limits and ratios on the number of children cared for by a legal nonlicensed (LNL) child care provider who receives a child care assistance payment. The resulting rule will bring the Child Care Assistance Program (CCAP) into compliance with federal health and safety regulations requiring legal nonlicensed (LNL) child care provider capacity limits and ratios.
