Interim Assistant Commissioner for the Health Care Administration
Tom Moss serves as interim assistant commissioner for the Health Care Administration for the Minnesota Department of Human Services and interim Medicaid director. In these roles, Moss oversees Minnesota’s Medicaid program and its Basic Health Plan, MinnesotaCare, which collectively provide health coverage to 1.2 million Minnesotans.
Moss has taken on numerous leadership roles in health and human services in his career. Most recently he worked as a consultant for government agencies and nonprofit organizations, working with them to transform and reinvent state, city and county services. Before that, he served at the Minnesota Department of Human Services as director of long term care and as deputy commissioner. He also led results management for the Office of Governor Jesse Ventura. Moss’ career began with direct service care for people with chronic conditions, and later led nonprofit long-term care organizations.
Moss has a bachelor’s degree in social work from the University of Minnesota and master’s degrees from the John F. Kennedy School of Government and the Humphrey Institute of Public Affairs.
