Assistant Commissioner for External Relations
Wendy Underwood is Assistant Commissioner for External Relations at the Minnesota Department of Human Services (DHS). She oversees the Department’s Communications and Legislative Affairs Divisions, Office of Indian Policy, Federal Relations, County Relations, and Community and Partner Relations.
Underwood has extensive leadership experience in both the public and private sector. She came to DHS in the summer of 2016 in the role of County Relations Director. Previously, Underwood served as Government Relations Director for the city of Saint Paul and was a policy advisor and coordinator for federal relations in Governor Jesse Ventura’s administration with a focus on health and human services and workforce programs. She also held management roles at Target Corporation.
Underwood has an MBA from Hamline University, Saint Paul, and a bachelor’s degree in government and international studies from Augustana College, Sioux Falls, South Dakota. She was also a Policy Fellow at the University of Minnesota’s Humphrey School of Public Affairs. She and her husband live in Saint Paul where she volunteers as a City of Saint Paul Planning Commissioner.
