  • Minnesota's Olmstead Plan - Minnesota's Olmstead Plan is a series of key activities our state must accomplish to ensure people with disabilities are living, learning, working, and enjoying life in the most integrated setting.
  • Positive Supports Rule - Minnesota Department of Human Resources is considering rules that require the use of positive support strategies that govern the emergency use of manual restraint.
  • Centers for Medicare and Medicaid Services (CMS) Factsheet on Home and Community Based Services Rule (PDF) - This rule reflects CMS' intent to ensure that individuals receiving services and supports through the HCBS programs and adds protections for individuals receiving services. 
  • Federal HCBS Rule Changes (PDF) - The Centers for Medicare & Medicaid Services (CMS) has issued regulations governing HCBS for all states, explicitly for the following three Medicaid programs: waivers, state plan and community first choice. The new rule adds requirements for the person-centered planning process and for person-centered plans within HCBS.
  • Minnesota Statute 245D - Minnesota Statute 245D covers the licensing standards for all HCBS in Minnesota.
  • Person Centered, Informed Choice, and Transition Protocol - A set of essential elements that drive Minnesota's long-term services and supports and mental health system, including, services that are provided when a person moves from one setting to another. The protocol provides guidance for support planners as to what is good practice and what is expected.
