COVID-19 Emergency Business Assistance Programs

The Minnesota Legislature created several emergency programs to assist businesses during the COVID-19 pandemic.

Minnesota Convention Center Relief Grants

This program was established to provide economic relief for convention centers adversely affected by the COVID-19 pandemic.

Minnesota Movie Theater Relief Grants

This program was established to provide economic relief for movie theaters adversely affected by the COVID-19 pandemic.

Minnesota Small Business Relief Grants

This program made grants to Minnesota owned and operated businesses that demonstrate financial hardship as a result of COVID-19.

Small Business Emergency Loans

This program was available to small businesses with eligible places of public accommodation closed by executive order.

Minnesota Small Business Loan Guarantee Program

This program enabled a small business to obtain a term loan when it could not otherwise qualify for a loan.

Minnesota Cultural Mall Operator Grants

This program made grants up to $250,000 to Minnesota-based operators (not tenants) of privately owned permanent indoor retail space and food markets that have an ethnic cultural emphasis.

Minnesota Main Street COVID Relief Grants

This program will make available $10,000-$25,000 grants to Minnesotan owned and operated businesses that can demonstrate financial hardship as a result of the COVID-19 outbreak.

Minnesota Main Street Economic Revitalization Program

This program, through a Request for Proposals, will make grants to nonprofit partner organizations to fund 30% matching grants up to $750,000 and guaranteed loans up to $2,000,000 to eligible recipients for eligible projects that are designed to address the greatest economic development and redevelopment needs that have arisen in communities across Minnesota since March 15, 2020.
