Minnesota Paid Leave Branding, Marketing, Video and Website Development

Broadband Equity, Access and Deployment (BEAD) program
The federal Infrastructure Investment and Jobs Act (IIJA) was signed into law on November 15, 2021. It provides approximately $65 billion for broadband nationally. The Office of Broadband Development (OBD) at the Minnesota Department of Employment and Economic Development (DEED) was selected as Minnesota’s Eligible Entity to administer the state’s funding for broadband, including the funding for broadband called the Broadband Equity, Access and Deployment (BEAD) program. At the federal level, the BEAD program is being administered by the National Telecommunications and Information Administration (NTIA) of the U.S. Department of Commerce. The NTIA has, and continues to, issue comprehensive guidance that the state must follow in administering the grant funding.
For entities that meet the prequalification requirements, OBD will accept BEAD grant applications in three subrounds as outlined in the NTIA approved Initial Proposal Volume 2. The three application subrounds are anticipated to have the timelines as outlined below, but all timelines are dependent on NTIA approval of the Final List of BEAD Eligible Locations, NTIA guidelines, funding availability.
Applications for BEAD funding will be considered over three subgrantee selection subrounds. For the first subround, subgrantees may propose their own project area and the focus will be on priority (fiber) broadband projects. For the second and third subgrantee selection subrounds, OBD will identify project areas which must be used in the application submission and all technologies will be considered. All applications must be submitted by 4:30 p.m. Central Time, on the date noted in the Review Process and Timeline in the Call for BEAD Applications for each subround. Applications must be submitted through the Grant Application Portal. Late applications will not be considered but can be resubmitted for consideration in a subsequent subround, should there be any rounds remaining. OBD is issuing one RFP for three planned subgrantee selection subrounds as provided for in the Initial Proposal Volume 2. Submission of and consideration per three subrounds is appropriate since one total dollar amount has been awarded to the state by NTIA, the state must ensure that all unserved locations are served before funding underserved locations, fiber projects are to be prioritized but all technologies considered, and NTIA will only review all selected subgrantees upon inclusion in one Final Proposal from the state. The applicant will incur all costs incurred in applying to this RFP with the exception that some costs may be eligible expenditures should an applicant be selected for an award and which results in a fully executed contract.

Contamination Cleanup and Investigation and RAP Development Grant Program
The Department of Employment and Economic Development (DEED), through its Brownfields and Redevelopment Unit, is accepting grant applications through the Contamination Cleanup and Investigation and RAP Development Grant Program.
This grant program assists local communities with the investigation and cleanup of soil, soil vapor, and groundwater contamination at previously or currently developed sites. Sites where significant barriers exist to redevelop contaminated properties into a different and/or more productive use are complex and more costly to redevelop than undeveloped parcels. This program is not intended for parties that have operated on the site long-term, but rather to assist new parties with site redevelopment. Grants are awarded based on statewide, statutory criteria.
Three complete sets of applications (application form and required attachments) are required for each site. One paper copy and two electronic copies (two separate flash drives) are required. All three copies must be complete and submitted by the deadline to be considered for funding. Applications may be sent by mail or courier to the following address but must be received no later than 4:00 p.m. on May 1, 2025. Alternatively, applications may be delivered in person on May 1, 2025. If delivering in person, please take the 5th Street elevators (by the guard’s desk) to the 12th floor and leave the applications on the cart located in the DEED elevator lobby. The Department of Employment and Economic Development (DEED), through the Office of Youth Development, is seeking proposals from qualified responders to the Youth Support Services Competitive Grant Program. This competitive grant program provides grants to organizations that provide support services for individuals such as job training, employment preparation, internships, job assistance to parents, financial literacy, academic and behavioral interventions for low-performing students, and youth intervention activities.
