If the agency has never received funding from DEED and/or another state agency, a pre-award survey will be completed prior to entering into a contract for youth-related grants. The adult-focused competitive grants will not conduct site visits; instead organizations will be asked to fill out the fiscal capacity check list and other forms that identify capacity on the RFP.
Adult-focused RFPs will use measures defined by the Uniform Outcome Report Card, which includes credential attainment, wage increases, and employment attainment and retention. In addition to this, we measure success, as per the goals identified by the approved work plan. The youth-focused RFPs will use the standard reporting format currently used by the Minnesota Youth at Work Competitive Grants.
