Lloyd Ballinger

Southeast Region Representative

Lloyd M. Ballinger is a regional representative from the Southeast Advisory Committee. He retired from Gallaudet University after 27 years in a variety of positions related to Information Technology, including serving as a Communications Technician, a Networks and Telecommunications Manager, and as a Networks and Senior Network Engineer.  He earned a degree in Computer Mathematics in 1983 from Gallaudet. Lloyd's primary interests include computers and telecommunication. He has consulted with many professional people and deaf residential schools. He is also an expert in the area of technology assistance and Emergency Team Management. Lloyd married Laurie Leifermann in 2011 and moved to Rochester, MN. He has 1 daughter, 5 grandchildren, and 2 great-granddaughters in nearby Wisconsin.

“Why am I interested in being on the MNCDHH board? I wanted Deaf and Hard of Hearing Minnesotans to have a better life and access to technology, of which I am an expert in that area. Of course, I also continue to focus on education, welfare, job opportunities, Deaf and Hard of Hearing senior citizens, and Emergency Management for Minnesota.” ~ Lloyd Ballinger
