Detailed information about licensing for resident producers operating in Minnesota and links to appropriate forms.

Life, Accident/Health, Property, Casualty, Personal Lines

Before sitting for a licensing exam, insurance producer applicants must first complete the 20 hours of Minnesota Department of Commerce pre-approved insurance pre-license education per line of authority as required in MN Statute 60K.36 Subd.4.

  1. Complete the required prelicensing education. Course providers can be found on Sircon.
    • The pre-license education course provider must submit an electronic certification that the applicant has completed the required prelicensing education.
    • A list of exemptions to the prelicensing education and corresponding documentation the applicant must present to the exam center. The original documentation will be returned to the exam applicant in order for them to email it to the Commerce Department after they apply online for the license at Sircon.
  2. Pass the required exam. You can schedule an exam with PSI or by calling 1-800-733-9267.
    • Examination results are valid for three years from the date of the examination.
  3. Submit fingerprints for a criminal history record check.

  4. Submit a Producer license application online on Sircon.
  5. An individual may obtain a producer license before being appointed by an insurance company, but an appointment is required in order to transact business in Minnesota according to MN Statute 60K.49.
    • Appointments and terminations must be submitted electronically by the Insurance Company that appointed the Agent. Agents who want their appointments terminated must contact each company that appointed them, and request that the company terminate the appointment. The insurance company must terminate the appointment electronically.

Credit, Bail Bond, Title, Travel/Baggage

  1. Submit a Producer license application online on Sircon
  2. An individual may obtain a producer license before being appointed by an insurance company, but an appointment is required in order to transact business in Minnesota per MN Statute 60K.49
    • Appointments and terminations must be submitted electronically by the Insurance Company that appointed the Agent. Agents who want their appointments terminated must contact each company that appointed them, and request that the company terminate the appointment. The insurance company must terminate the appointment electronically.

Farm Property & Liability

  1. Pass the required exam. You can schedule an exam with PSI or by calling 1-800-733-9267.
  2. Examination results are valid for three years from the date of the examination.
  3. Submit fingerprints for a criminal history record check.

  1. Submit a Producer license application online on Sircon
    • Applicant must have an active Minnesota Life Producer license (or must submit concurrent online application).
  2. An individual may obtain a producer license before being appointed by an insurance company, but an appointment is required in order to transact business in Minnesota per MN Statute 60K.49.
    • Appointments and terminations must be submitted electronically by the Insurance Company that appointed the Agent. Agents who want their appointments terminated must contact each company that appointed them, and request that the company terminate the appointment. The insurance company must terminate the appointment electronically. 

Surplus Lines

  1. Submit a Producer license application online on Sircon
    • Applicant must have Minnesota Property & Casualty Producer license (or must submit concurrent online application).
  2. An individual may obtain a producer license before being appointed by an insurance company, but an appointment is required in order to transact business in Minnesota per MN Statute 60K.49.
    • Appointments and terminations must be submitted electronically by the Insurance Company that appointed the Agent. Agents who want their appointments terminated must contact each company that appointed them, and request that the company terminate the appointment. The insurance company must terminate the appointment electronically. 

Letter of Clearance Request Form

Send the request form (.pdf) by email to Commerce to request a Letter of Clearance. The department will mail your Letter of Clearance to the address provided on the form.
