Project Summary

Great River Energy and Minnesota Power (applicants) have proposed to construct approximately 22.5 miles of new 115 kV transmission line in the counties of Becker, Hubbard, and Wadena.  The project includes the construction of three new substations and the modification of two existing substations.

The applicants indicate that the new 115 kV transmission line poles will range in height from 60 to 90 feet, with a span between poles of 275 to 400 feet.  The applicants have requested a 100 foot right-of-way (easement) for the transmission line (50 feet on each side of the transmission line centerline).

The proposed project requires two approvals from the Minnesota Public Utilities Commission (Commission) before it may be constructed -- a certificate of need (CN) and a route permit.  The applicants filed a joint CN and route permit application with the Commission in January 2015.

Department of Commerce, Energy Environmental Review and Analysis staff prepared an environmental assessment for the project.  An administrative law judge from the Office of Administrative Hearings held a public hearing.  Upon completion of the environmental review and hearing process, the Commission issued a certificate of need and route permit for the project on March 14, 2016.

The applicants began construction of the project in spring 2016; the project was energized in May 2017.

This project docket page includes information on the route permitting process, but also includes, as appropriate, information related to the CN process.  Additional information on the CN process can be found on the eDockets website: CN-14-787.
