Project Summary

Minnesota Power proposes a number of transmission improvements as part of the Deer River Transmission Project (Project).  Under the proposed Project Minnesota Power would (1) construct approximately one mile of new 115 kV transmission line, (2) construct approximately 0.3 miles of double-circuit 230 kV transmission line, (3) replace MP's existing Deer River 115/23 kV Substation with the new Zemple 230/115/23 kV Substation at the same location, (4) rebuild approximately 0.9 miles of an existing 115 kV transmission line, and (5) remove an existing 7.5 mile 115 kV transmission line.

Minnesota Power proposes to install wood or steel monopole or H-frame transmission structures with heights of approximately 55 to 100 feet for the 115 kV portions of the Project, and steel monopole structures with heights of approximately 100 to 150 feet for the 230 kV portion of the Project.  Minnesota Power has requested a route width of 1,000 feet within which to locate a 100-foot right-of-way for the new portion of 115 kV transmission line, and a route width of 500 feet within which to locate a 130-foot right of way for the 230 kV transmission line. 

Minnesota Power contends that the proposed Project does not meet the definition of a ?large energy facility?? under Minn. Stat. 216B.2421, and therefore no Certificate of Need is required for the Project.
