The CEB consists of five voting members<\/a><\/span>, an executive director, and support staff. Susan Segal is a senior judge at the Minnesota Court of Appeals. She was appointed by Governor Tim Walz to the Court of Appeals in 2019 and appointed Chief Judge in May 2020. She served as Chief Judge through her retirement in December 2025. Previously, Judge Segal served for twelve years as the Minneapolis City Attorney. In that position, she was responsible for all the legal work of the City, including all litigation involving the City and its boards and commissions, and managing an office of 110 employees. Judge Segal was also responsible for managing the criminal division of the office that typically handled over 15,000 criminal prosecutions per year. Prior to becoming Minneapolis City Attorney, Judge Segal was a Senior Attorney at the Hennepin County Attorney\u2019s Office, a partner at Gray Plant Mooty, Mooty & Bennett, P.A., and practiced for several years in her own law firm. Judge Segal earned her B.A. from the University of California \u2013 Berkeley, and her J.D., cum laude, from the University of Michigan Law School.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

David Genrich is an Assistant Attorney General in the Post-Conviction Justice Division of the Minnesota Attorney General\u2019s Office. Before joining the Attorney General\u2019s Office in June 2025, he served for twenty-one years as an Assistant United States Attorney in the United States Attorney\u2019s Office here in Minnesota. During that time, he worked in the Criminal Division on a variety of matters across the state and\u00a0<\/span>frequently<\/span>\u00a0<\/span>represented<\/span>\u00a0the United States on appeal. His career also includes\u00a0<\/span>work<\/span>\u00a0as an Assistant Hennepin County Attorney, a litigation associate at Dorsey & Whitney, and a federal law clerk. Safia Khan was appointed Deputy Commissioner and Chief of Staff in June 2023, by Commissioner Paul Schnell. In this role, she leads the operational and administrative functions of Minnesota\u2019s second-largest state agency, working closely with the Commissioner and executive team to carry out the department\u2019s mission and priorities. She also oversees intergovernmental affairs and serves as the department\u2019s liaison to the Governor\u2019s Office and Minnesota Legislature.<\/span>\u00a0<\/span><\/p>

\u00a0<\/span>\u00a0<\/span><\/p>

Ms. Khan\u2019s work spans internal operations, administrative policies, and external affairs. Her portfolio includes fiscal management, legal affairs, human resources, safety and security, information technology, policy and rulemaking, legislative affairs, and capital resource management. She manages the Commissioner\u2019s executive leadership team and guides systems that support more than 4,000 employees and oversees structures tied to a biennial budget of over\u00a0$1.6 billion. During her time with the department, she has supported efforts to modernize internal systems, strengthen cross-divisional coordination, and improve the day-to-day operations that sustain the agency\u2019s work. Since joining the DOC, Ms. Khan has held several senior leadership positions, including Assistant Commissioner and Director of Government and External Relations.<\/span>\u00a0<\/span><\/p>

\u00a0<\/span>\u00a0<\/span><\/p>

Earlier in her career, she served as Director of Policy and Programming at the Minnesota Coalition for Battered Women, where she advanced public policy related to gender-based violence and authored the coalition\u2019s annual Domestic Violence Homicide Report. Her efforts to improve safety and justice for victims led to her receiving the Minnesota County Attorneys Association\u2019s Public Service Award in 2017.<\/span>\u00a0<\/span><\/p>

She holds a B.A. in Political Science from Denison University, where she was a Richard G. Lugar Fellow in Politics and Public Service. She earned her Chief of Staff Certification from Harvard Business School and is fluent in Urdu and English. Rebecca St. George is the assistant commissioner for the Child Safety and Permanency Administration at the Minnesota Department of Children, Youth, and Families. She\u00a0is responsible for\u00a0policies and programs that offer vital support for families who provide permanent homes for children through adoption,\u00a0foster\u00a0and kinship arrangements. She prioritizes innovations in programs such as American Indian Wellbeing, African American Child Wellbeing, Families First, family support and placement services, and child safety and family prevention.\u00a0<\/span>\u00a0<\/span><\/p>

\u00a0<\/span><\/p>

Ms. St. George brings experience in legal and policy roles, having served as legal and policy counsel to the Office of the Chief Executive of the Mille Lacs Band of Ojibwe, Duluth\u2019s city attorney, and in-house counsel for the Fond du Lac Band of Lake Superior Chippewa. Before entering the legal field, Ms. St. George spent a decade working with Mending the Sacred Hoop, a Duluth-based organization dedicated to ending violence against Native women and children.<\/span>\u00a0<\/span><\/p>

A direct descendant of the Fond du Lac Band of Lake Superior Chippewa and the White Earth Nation, Ms. St. George is deeply engaged in her community. She has served on the boards of several nonprofit organizations, including the YWCA, American Indian Community Housing Organization, Program for Aid to Victims of Sexual Assault, Minnesota Indian Women\u2019s Sexual Assault Coalition, CHUM (a homeless shelter and food shelf), Violence Free Minnesota, and the Great Lakes Protection Fund.<\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Amanda Brodhag has been an Assistant Public Defender in Hennepin County for her entire career. Her practice has covered a multitude of issues including cannabis, search warrants, surveillance, technology, Brady, and body worn camera litigation. She has represented individuals charged with many kinds of crimes and guided her clients through evidentiary hearings, trials, and sentencing mitigation. She volunteers with the University of St. Thomas Mentor program; she is the Vice Chair of the Safe and Thriving Communities Work Group through the City of Minneapolis.
