Governor Walz Emergency Executive Order 20-23


On May 6, 2021, Governor Tim Walz signed Emergency Executive Order 21-21 rescinding Executive Orders 20-23, 20-28, and 20-101 effective May 28, 2021.  Normal Board licensure processes will resume on May 28, 2021. This will influence CEU deferral and virtual supervision requirements. Additionally, out-of-state tele mental health providers will no longer be able to practice in MN without an active MN license.

CE Deferral Information: 
On May 6, 2021, Governor Tim Walz signed Emergency Executive Order 21-21. This order rescinds Executive Order 20-23 effective May 28, 2021. Executive Order 20-23 deferred continuing education requirements for LPCs, LPCCs, and LADCs during the COVID-19 pandemic. 
 
After May 28, 2021, licensees will no longer be able to defer continuing education requirements. LADCs renewing their licenses after May 28, 2021, will be required to report continuing education at the time of renewal. LPCs and LPCCs renewing their license after May 28, 2021, will be required to report continuing education if it is their normal continuing education reporting cycle. 
 
If you are due to renew and report continuing education and have not completed the required clock hours, you do have the option of requesting a time-limited variance to fulfill the requirements after the renewal date. The variance form is available on our website. 
 
If you renewed your LPC, LPCC, or LADC license between April 2020 and May 27, 2021, you were not required to report continuing education per Executive Order 20-23. This means you will report 80 clock hours the next time you are required to report continuing education.

LADCs
You were due to report 40 CE hours with your April 2021 renewal (due April 30, 2021). Per Executive Order 20-23, you were not prompted to report CE hours. When you renew in April 2023, you will report 80 CE hours. You can report any clock hours completed between May 1, 2019 and April 30, 2023.
 
LPCs and LPCCs
You were due to report 40 CE hours with your April 2021 renewal (due April 30, 2021). Per Executive Order 20-23, you were not prompted to report CE hours. When you renew in April 2022, you will not be required to report any CE hours. When you renew in April 2023, you will report 80 CE hours. You can report any clock hours completed between May 1, 2019 and April 30, 2023.
 
LPCs and LPCCs who deferred reporting graduate level continuing education
You were due to report graduate level CE credits with your April 2021 renewal, but contacted the Board office and requested to defer this requirement. When you renew in April 2023, you will be required to report any remaining graduate level CE credits in addition to 40 clock hours of traditional CE.
