Each of the following communities has an Ombudsperson: the Indian Affairs Council, the Chicano Latino Affairs Council, the Council on Black Minnesotans, and the Council on Asian-Pacific Minnesotans
An Ombudsperson is an independent government official responsible for reviewing government and government-regulated agencies in an effort to ensure that their practices are fair, reasonable and appropriate.
To do this, the ombudsman:
* Receives complaints solely active child protection investigations and/or court cases
* Reviews and investigates complaints
* Makes recommendations to the agencies to resolve the complaints
Types of issues Office of the Ombudspersons for Families can assist with:
* Child Protection matters - Child out-of-home placements and foster care issues
* Unjust or discriminatory treatment by child protection services related to an active case
Cannot help with:
* Cannot give legal advice
* Cannot investigate court decisions
* Does not investigate attorneys, police, judges, or elected officials, or their decisions and actions
* Does not investigate federal agencies

Works statewide with individuals, their families, health care and service providers, public agencies and other advocacy groups to ensure the health, safety, well-being and rights of long-term care consumers
Works to educate, empower and advocate for recipients of long-term care services and those seeking long-term care services and supports. Serves people in long-term care settings: nursing homes, board and care homes, those living in assisted living settings, customized living or foster care, and people receiving home care services.
Resolves problems and improves long-term care service quality by working with consumers and caregivers. The resident directs the work of the Office by working with Regional Ombudsmen and Certified Volunteer Ombudsmen statewide. Free service of the Minnesota Board on Aging available to all Minnesotans receiving licensed long-term care age 18+.
* Resolves disputes through:

- Education or referral to appropriate state or federal enforcement agencies or legal services
* Resolves complaints about:
- Abuse, neglect and financial exploitation
- Rights, dignity, and consumer choice

A vulnerable adult can be anyone over age 18 who:
* Has a physical, mental or emotional condition that makes it difficult for the person to meet their own needs for food, housing, clothing, health care, or safety without assistance, and because of condition and need for assistance they may be vulnerable to maltreatment
* Is in a hospital, nursing home, transitional care unit, assisted living, housing with services, board and care, foster care or other licensed care facility
* Receives services licensed by the Minnesota Department of Health (MDH) or Minnesota Department of Human Services (DHS) such as home care, day services, personal care assistance or other licensed service
Maltreatment includes:
* Abuse, including physical, emotional and sexual abuse, use of restraints, involuntary seclusion or punishment, or unexplained injury
* Neglect, including failure to provide the food, shelter, clothing, health care or services needed for their health, safety or comfort because of neglect by a caregiver with responsibility to do so, or because the vulnerable adult cannot meet their own needs
* Financial exploitation, including theft, fraud, scams, or withholding of money or property and/or use of money or property not for the vulnerable adult's benefit

If you have trouble resolving a tax issue with the Department of Revenue and have exhausted all other administrative remedies, the Taxpayer Rights Advocate may be able to help.
The advocate will listen to your problem, examine your situation, check department records and discuss your complaint with you. If you need a person to assist you, or if the department is being unresponsive, they can step in to help. Sometimes the help might be simply to connect you with the right person in the department's appropriate division.

Adult Protection Unit
Operates the Minnesota Adult Abuse Reporting Center (MAARC) and supports counties and tribal nations Adult Protective Services (APS) programs through policy guidance, training, consultation and outcome measures
The Adult Protection Unit provides training and education on the Minnesota Vulnerable Adult Act to the public, service providers, law enforcement and state agencies.
The Unit supports adult protection programs administered by counties and tribal nations through policy guidance, training, decisions tools, case consultation and partnership for outcome measurements.
The Unit also supports the Vulnerable Adult Maltreatment Review Panel. The Minnesota Adult Abuse Reporting Center (MAARC) is under this unit. The team also provides summary data on response for adults referred to MAARC as vulnerable and maltreated.
