Any Minnesota family who adopted a child who was under state or tribal guardianship; internationally; or through private domestic infant adoption, kinship adoption or guardianship; and foster care families.

Staff or volunteers answer questions or talk confidentially with callers. Program can provide information, a sympathetic listener, advice and/or referrals to other resources.

The Foster Adopt Minnesota HELP program offers free phone support and information and referral to Minnesota adoptive families.
The HELP Program offers the following to Minnesota adoptive families:
- Phone and email-based support from a team of HELP Specialists with advanced training in supporting adoptive, foster and kinship families
- Connecting families with adoption/trauma/attachment-competent therapists, appropriate community resources, as well as educational offerings
- Assisting eligible families with funding to help with the cost of therapy with HELP Program vetted therapists, Foster Adopt Minnesota educational offerings and eligible supports
