Analysis of the Undercount of Young Children in the 2010 Census The 2010 Census had a net undercount of 4.6 percent for the population age 0 to 4 compared to a net overcount of 0.1 percent for the total population. This 4.6 percent translates into a net undercount of almost 1 million young children.
