Agencies and information resource communities shall use information resources to add value to their services and products, reduce costs, meet customer needs, and measure outcomes. Quality management concepts shall be applied to the information management process and to the information resource development process in particular. Simple automation of manual processes or replacement of old applications without reengineering, fundamental restructuring, or streamlining shall be avoided. Attention to quality in the management of information resource development includes attention to meeting statutory requirements.
