Agencies and information resource communities shall create and continuously maintain models of their information resources. These models shall be used to help managers and workers visualize and understand how the agency's or information resource community's information resources relate to the public policy purpose and business objectives of the agency and the information resource community. The models must also address legislative policies on public accountability, public access to government data, the rights of subjects of government data, and records management. These models are the products of agency and information resource community strategic business planning. These models shall be kept and managed in a manner that makes them accessible to all information users.
Agencies and information resource communities shall use models of their information resources to identify, scope, and plan projects to develop or acquire information resources.
