State IT Governance

Published in June 2012, the State of Minnesota IT Governance Framework outlines eight formal governing bodies for the State of Minnesota’s executive branch. These bodies provide input to the State Chief Information Officer  across three IT governance categories that distinguish their roles: Vision, Planning, and Technology Operations Alignment.  These committees comprise the IT Governance Framework::

  • State IT Planning Committee
  • Service Strategy Committee
  • Enterprise Architecture Committee
  • Information Security Risk Management Committee
  • Enterprise Project and Portfolio Standards Committee
  • Geospatial Technology Committee

Technology Advisory Committee

The Technology Advisory Committee is charged with advising the State CIO on development and implementation of:

  • A state IT strategic plan 
  • Critical IT initiatives for the State 
  • IT architecture standards 
  • Identification of business and technical needs of agencies 
  • Strategic IT portfolio management 
  • Project prioritization 
  • Investment decisions 
  • OET’s performance measures and fees for service agreements with agencies 
  • Management of state enterprise technology revolving fund 
  • Efficient and effective operation of OET

Committee Members

The Technology Advisory Committee is made up of eight members appointed by Governor Dayton through the open appointment process and one appointed by the Association of Minnesota Counties. The membership includes:

  • Lynn Anderson, Deputy Commissioner, Minnesota Management and Budget
