The proposed rule amendments of the Minnesota Pollution Control Agency relating to the rules governing greenhouse gas emission permits (Minnesota Rules, Chapter 7005) and clarifying when permits apply to owners and operators (Minnesota Rules, Chapter 7007) have been assigned to Judge Manuel J. Cervantes.
As part of the rulemaking process, a public hearing was held on Thursday, August 30, 2012, at 2:00 p.m. in the Board Room at the Minnesota Pollution Control Agency, 520 Lafayette Road, St. Paul, Minnesota 55155. During the hearing, a twenty calendar-day period was set for the receipt of written comments regarding the proposed rules. Thus, the initial deadline for the submission of written comments in this rulemaking proceeding was 4:30 p.m. on September 19, 2012.
After the period for submission of written comments ends, state law provides the agency and all interested persons an additional period of five working days for filing a written response to any comments which were submitted during the initial comment period. New matters may not be introduced or raised during this five-day rebuttal period. The five-day rebuttal period expired at 4:30 pm on September 26, 2012.
