The Minnesota Department of Human Services prepared to move to a new building by converting information contained in banks of file cabinets to digital files. A total of 17 people with developmental disabilities were engaged to work for a year and scanned 3.1 million documents. This process allowed them to occupy two fewer floors in their new building. After an article about the project appeared in the Star Tribune, other state agencies began to follow the lead of the Human Services department.

The GCDD is funded under the provisions of P.L. 106-402. The federal law also provides funding to the Minnesota Disability Law Center,the state Protection and Advocacy System, and to the Institute on Community Integration, the state University Center for Excellence. The Minnesota network of programs works to increase the IPSII of people with developmental disabilities and families into community life.
