Scanning a page creates a digital picture, or pdf, of that page. A separate software process, called optical character recognition, is referred to as OCR. This OCR process also allows each word on each page to be searchable, just as Google performs a search function, and allows the text on the page to be edited. Additionally, the page becomes accessible to people who use screen readers.

The GCDD is funded under the provisions of P.L. 106-402. The federal law also provides funding to the Minnesota Disability Law Center,the state Protection and Advocacy System, and to the Institute on Community Integration, the state University Center for Excellence. The Minnesota network of programs works to increase the IPSII of people with developmental disabilities and families into community life.
