The Budget Planning and Analysis System (BPAS) is used to build the Governor’s Proposed Biennial Budget – as well as manage proposed supplemental budget changes in the off-year. BPAS is a web-based computer application used by state agencies to develop and submit budget requests for review by the Governor in developing the Governor’s Proposed Budget. The system presents historical, current and projected budget financial data by agency, program, and activity. As part of budget development and presentation, agencies enter background and performance related information such as mission statements, strategies, and performance data.
BPAS is used by all agencies and entities within the Governor’s Executive Budget. As this is a secure system, agencies must assign staff to specific roles in BPAS depending how they will contribute to building agency budget information and requests.
