The Budget Planning and Analysis System (BPAS) is a web-based system used to collect and present historical, current and projected budget data, collect and review proposed state agency operating budget changes, and produce the Governor’s Proposed Biennial Budget. It is also used to manage proposed supplemental budget changes in the off-year (even-numbered year).
BPAS is a secure system and accessed through the Statewide Administrative Portal. Entities must request access for staff responsible for preparing the agency operating budget by completing an authorization form. System access and training materials are provided below.
BPAS can be run using Internet Explorer (IE), but is not fully compatible with IE version 11; however, it can be run when IE-11’s Enterprise Mode setting is enabled. See the Internet Explorer Version 11 Enterprise Mode Instructions for BPAS users under System Access below.
